I would think

15 3/8" tall x 9 3/4" wide x 1/4" deep

and I think it would have been used as a pill box

Plus the fact that one is just a little taller than the other

This one, with what looks to me a pirate of sorts at right, I might guess takes inspiration from one of the two Barbary Wars, fought with Tripoli
